Quad9 is a simple open-source project for performing in-memory packet processing and generating firewall rules at line rate. It works by writing lines of IPv4 or IPv6-routed data to a file on disk, with one write per line, while in-memory, the application writes new lines of data as it sees fit. The end result is a stream of packets with one packet for each line of output from the input buffer.

Each packet contains both the actual input data as well as the corresponding output from the processing engine. When Quad9 performs rules generation, it then collects statistics for every rule that was processed and summarizes these statistics over time to form a unique profile for each rule. A running average of this profile provides an indicator of how likely it is that a given rule will be successfully evaded or overcome by attackers.
